How to apply for Foreign Residence Permit

Foreigners who have come to Chongqing, China for the purpose of work or study should apply for residence permit at the local Exit-and-Entry Administration Division of the Public Security Bureau. The application can be made by the employer unit or the educational institution on behalf of the foreign national; however, the foreigner who is applying for residence permit in Chongqing for the first time must make the application in person at the local public security department.
Foreigners who have come to Chongqing, China for the purpose of work or study should apply for residence permit at the local Exit-and-Entry Administration Division of the Public Security Bureau. The application can be made by the employer unit or the educational institution on behalf of the foreign national; however, the foreigner who is applying for residence permit in Chongqing for the first time must make the application in person at the local public security department.
I. Foreign education experts applying for residence permit
Foreign education experts applying for residence permit in Chongqing should personally provide necessary information when inquired by the Chinese public security department concerned and provide the following documentation:
- The original and duplication of valid passport and visa;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer college;
- The original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before;
- The original and duplicated copy of Foreign Expert Certificate.
Family members accompanying foreign education experts applying for residence permit in Chongqing should personally provide necessary information when inquired by Chinese public security department concerned, and provide the following documentation:
- The original and duplication of valid passport and visa of the family member(s) coming to Chongqing accompanying the education expert;
- The original and duplication of valid passport and visa and residence permit of the foreign education expert;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer college;
- Spouse of the education expert should provide the original and duplication of their certificate of marriage, and parent(s) or child / children of the expert should provide the original and duplication of documentation of their relationship;
- Application of this category of or above the age of eighteen (18) should provide the original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
II. Foreign students applying for residence permit
Foreign students applying for residence permit in Chongqing should personally provide necessary information when inquired by the Chinese public security department concerned and provide the following documentation:
- The original and duplication of valid passport and visa;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the college where the foreign student is going to study;
- Notice of Admission issued by the college where the foreign student is going to study and Table JW201 or Table JW202;
- Applicant of this category of or above the age of eighteen (18) should provide the original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
III. Permanent representatives of foreign enterprises in Chongqing and foreign nationals working at Sino-foreign joint ventures and other enterprises with foreign investment in Chongqing applying for residence permit
Foreigners of this category applying for residence permit in Chongqing should personally provide necessary information when inquired by the Chinese public security department concerned and provide the following documentation:
- The original and duplication of valid passport and visa;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer enterprise or the enterprise where the foreigner concerned holds a position;
- First representative or representative of foreign enterprises in Chongqing should provide the original and duplication of Certificate of Registration of Permanent Organizations of Enterprises of Foreign Countries or Other Regions in China, ID Card for personnel of Permanent Organizations of Enterprises of Foreign Countries or Other Regions in China, and Employment Certificate of Foreigners in China or Certificate of Foreign Experts;
- Foreigners working at Sino-foreign joint ventures or other enterprises with foreign investment in Chongqing should provide the original and duplication of the business license that have passed the annual verification; the original and duplication of the Certificate of Employment of Foreigners or the original and duplication of the Certification of Foreign Experts;
- The original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
Family members accompanying foreigners of this category applying for residence permit in Chongqing should personally provide necessary information when inquired by the Chinese public security department concerned, and provide the following documentation:
- The original and duplication of valid passport and visa of the family member(s) coming to Chongqing accompanying the foreigner of this category;
- The original and duplication of valid passport and the residence permit of the permanent representatives of foreign organizations in Chongqing and foreign nationals working at Sino-foreign joint ventures and other enterprises with foreign investment in Chongqing;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer enterprise or enterprise where the foreigner concerned holds a position;
- Spouse of the foreign national concerned should provide the original and duplication of their certificate of marriage, and parent(s) or child / children of the expert should provide the original and duplication of documentation of their relationship;
- Applicant of this category of or above the age of eighteen (18) should provide the original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
IV. Foreigners engaged in cultural performances as business operation applying for residence permit
Foreigners engaged in cultural performances as business operation applying for residence permit in Chongqing should personally provide necessary information when inquired by Chinese public security department concerned, and provide the following documentation:
- The original and duplication of valid passport and visa;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer unit;
- Document of approval of performances issued by cultural administrative department of the Cultural Ministry or by cultural administrative departments of the provincial level authorized by the Cultural Ministry;
- The original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
Family members accompanying the foreigner who is engaged in cultural performances applying for residence permit in Chongqing should personally provide necessary information when inquired by the Chinese public security department concerned and provide the following documentation:
- The original and duplication of valid passport and visa of the family member(s) coming to Chongqing accompanying the foreigner of this category;
- The original and duplication of valid passport and the residence permit of the foreigner engaged in cultural performances;
- Certificate of registration for temporary stay issued by the local police station of the place of lodging;
- Accurately completed Application Form for Visa and for Residence Permit to which is attached a recent half-length frontal passport photo of the applicant;
- Official letter of application written by the employer unit;
- Spouse of the foreigner concerned should provide the original and duplication of their certificate of marriage, and parent(s) or child / children of the said foreigner should provide the original and duplication of documentation of their relationship;
- Application of this category of or above the age of eighteen (18) should provide the original Certificate of Verification of Records of Physical Examination of Personnel from Overseas; however, this certificate may be exempted for foreigners who have made such residence permit application before.
V. Personnel with a new passport applying for visa or residence permit
Foreigners with new passports applying for visa or residence permit should provide the following documents in addition to documents required for applying for residence permit:
- Holders of new passport who have lost their old passport should provide certificate for loss of passport issued by a Chinese public security department or a note issued by the foreign embassy or consulate in China concerned;
- Holders of new passport whose old passports have expired or have no more visa page should provide the old passports with which the holders went through entry formalities on their current visit to China;
- Foreign babies born in China who hold their own passports should provide their birth certificates and duplication of the passports of their parents.
VI. Notice for residence permit holders
In case of changes of cause of residence, changes of passport number or changes of accompanying family members, holders of residence permits should apply for new ones within ten (10) days since the change at the department where their original residence permits were issued.
In case of changes of place of residence, changes of college for studies or changes of employer unit or unit where the foreigners hold positions, holders of residence permits should apply for new ones within ten (10) days since the change at the department where their original residence permits were issued.
When moving from one city to another within China, holders of residence permit should apply for changes in their residence permits at the Exit-and-Entry Administration Division of Public Security Bureau either in the place of departure or in the place of destination.
VII. Notice of units where foreigners work and colleges where foreigners study applying for residence permit
When it is the first time for a unit or a college to apply for residence permits for foreigners, the unit where the foreigners work and college where foreigners study should register for file keeping at the local Exit-and-Entry Administration Division of Public Security Bureau and provide the following documents:
- The copy of their business license or the original of registration documents for checking and duplication of the said documents for file keeping;
- The original of certificate of code of the organization or establishment for checking and the duplication of the said document for file keeping;
- An application for registration form for file keeping, the content of which is an account of the applicant unit;
- The accurately completed Registration Form of Basic Account of Applicant Units affixed with official seal of the unit.
Note: All the duplication of the said documents to be submitted for file keeping should be copies on sheets of A4 paper. In case of any change in the content of the Registration Form of Basic Account of Applicant Units, the units concerned should go through necessary formalities at the local Exit-and-Entry Administration Division of Public Security Bureau where they have made registration.
